Charles E. Duffy, Affirmative Action Specialist *
Chuck brings more than 30 years of experience in Civil Rights enforcement with the OFCCP and the EEOC and a wealth of knowledge of federal compliance matters along with a unique perspective to difficult and complex compliance issues.
Chuck came from Chicago in 1978 where he had been the Midwest Regional Director of HEW’s Office for Civil Rights for Higher Education. When he became the Cleveland OFCCP District Director, he was a leader in both training and major case development and resolution. Increasingly, he was assigned special training development, and major case development and resolution especially in the areas of Glass Ceilings and white collar pay cases. This led to him moving full time into a Special Assistant’s role in 1999 where, while he continued to lead the Glass Ceiling reviews in the ten-state Midwest Region of the OFCCP, he consulted on and occasionally led analysis and conciliation of major applicant and white collar compensation cases. He also led special projects for OFCCP’s national office. He developed evidence, conciliation strategy and language for the Texaco and Boeing cases. Chuck led the study of the treatment of African American and Hispanic Professionals in the Silicon Valley. He developed and delivered Glass Ceiling, Applicant Class Analysis, and Compensation Class Analysis courses for OFCCP in the Midwest, San Francisco-Seattle and New York-Boston Regions.
Chuck has since retired from federal service and consults and trains in the area of Affirmative Action and Equal Opportunity. Chuck works with the clients of the firm on developing and implementing compliant Affirmative Action Programs. Additionally, he provides valuable insights on the internal workings of the OFCCP when assessing potential risks, crafting responses to the OFCCP findings, and where necessary, developing strategies for resolving OFCCP findings of non-compliance.
